Visual inspections have been typically used in condition assessment of infrastructure. However, they are based on human judgment and their interpretation of data can differ from acquired results. In psychology, this difference is called cognitive bias which directly affects Structural Health Monitoring -based decision making. Besides, the confusion between condition state and safety of a bridge is another example of cognitive bias in bridge monitoring. Therefore, integrated computer-based approaches as powerful tools can be significantly applied in SHM systems. This paper (...) explores the relationship between the use of advanced computational intelligence and the development of SHM solutions through conducting an infrastructure monitoring methodology. Artificial Intelligence -based algorithms, i.e., Artificial Neural Network, hybrid ANN-based Imperial Competitive Algorithm, and hybrid ANN-based Genetic Algorithm, are developed for damage assessment using a lab-scale composite bridge deck structure. Based on the comparison of the results, the employed evolutionary algorithms could improve the prediction error of the pre-developed network by enhancing the learning procedure of the ANN. (shrink)

Community engagement is increasingly promoted as a marker of good, ethical practice in the context of international collaborative research in low-income countries. There is, however, no widely agreed definition of community engagement or of approaches adopted. Justifications given for its use also vary. Community engagement is, for example, variously seen to be of value in: the development of more effective and appropriate consent processes; improved understanding of the aims and forms of research; higher recruitment rates; the identification of important ethical (...) issues; the building of better relationships between the community and researchers; the obtaining of community permission to approach potential research participants; and, the provision of better health care. Despite these diverse and potentially competing claims made for the importance of community engagement, there is very little published evidence on effective models of engagement or their evaluation. The Ethics of Care (EoC) theory has been widely applied in the field of management, and there is a growing consensus that it is important to recognise the value and practice of care in the workplace. In this paper, we consider the implications of the EoC at work, and in particular the risks unboundaried care demands may pose to employees who encounter unmanageable ‘calls to care’. We present findings from interviews with 27 nurses in Malaysia, which suggest that the demand (...) to care at work, in addition to demands made in the non-work sphere, may be unmanageable. We argue for a more boundaried approach to the EoC at work with a view to ensuring that in valuing care we do not over-burden the carer. (shrink)

The cost of basic income is typically estimated for a particular year. However, to assess the financial feasibility of basic income, it is also important to consider how much basic income will cost in the future. This is especially important in countries experiencing an ageing population, where the proportion of workers is expected to shrink. This article considers basic income as a universal life annuity and develops two models based on actuarial concepts to estimate the flat tax rate required to (...) finance basic income. The first model considers the cost of basic income over the lifetime of the current population and the second model additionally considers changing population dynamics. The proposed models are conceptually simple, providing a straightforward way to assess the financial feasibility of basic income. Using Singapore data, the models show that the monthly cut-off income separating net contributors and net recipients is around $2710 and benefits around 39 % of adult residents. A tax rate of around 22 % is required to support a basic income of $600. (shrink)

Adopting an Ethics of Care theoretical framework, this paper aims to investigate the way in which the owner-mangers (OMs) of small and medium-sized enterprises in Malaysia engage in human resource management. Based on in-depth interviews with 48 OMs, the findings show that HRM practices occur within the remit of management but are described by the managers in terms of relational obligations and cannot be fully accounted for using a strategic, instrumental, or critical lens. The present study highlights the importance of (...) the caring attitudes of OMs who adopt a humanistic management approach, responding to the varied needs of their employees and the obligations which are inherent to relationships between humans. Three-quarters of children in Myanmar face developmental barriers and risk-increasing conditions such as poverty, broken families, and difficulty accessing basic requirements. These children rely heavily on institutionalization. Given the adverse effects of institutional systems, knowing the differing impacts of sociodemographic and cultural factors is foundational to aiding healthy personal outcomes. Thus, this study focused primarily on enhancing the resilience of children in a monastic school through a dhamma-based school intervention. A three-phase mixed quantitative-qualitative research design was applied: a descriptive survey, (...) an experimental research method, and an interview session. Three-hundred sixty-nine middle school students from five monastic schools completed the Connor-Davidson Resilience Scale and personal information forms. Regarding the sociodemographic group, hierarchical multiple regression revealed a significant predictive role of positive relationship with caregivers and community support in resilience. Furthermore, we experimentally examined the effectiveness of the program on resilience and related themes in a mixed factorial design. A paired-sample t-test, and two-way repeated-measures analysis of variance (ANOVA) revealed that the intervention significantly improved resilience. Interview results evidenced the current conditions and the beneficial impact of the intervention in enhancing personal strengths. This study not only provides empirical evidence for the instant, follow-up, and transfer effects of the program but also holds implications for authorities and stakeholders in the context of social welfare for needy children regarding contributions to advance culturally well-suited programs and, consequently, the population’s mental health. This thesis develops an account of ethics called the Linguistic Perspective, which is realist in a practical, non-theoretical sense, and is rooted Wittgenstein’s 'On Certainty'. On this account, normativity is intrinsic to human action and language; the norms of ethics are the logical limits of the most basic, unassailable concepts that practical reasoning requires for intelligibility. Part I lays the groundwork for this account by developing a Tractarian Reading of 'On Certainty'. Here, I contend that 'On Certainty' is primarily concerned (...) with the logical requirements and limits of language, and like the 'Tractatus' it develops these concerns in a realist direction. 'On Certainty', I argue, does so by advancing three key claims about logic: Everything descriptive of a language-game is part of logic; the boundary between logical and empirical propositions is not sharp; logic is founded on action. I investigate these claims, with particular emphasis on how natural human reactions provide logical conditions for the possibility of language. Hinge propositions, I argue, are rooted in these reactions; they point us to the limits of intelligibility of our concepts, though these limits are vague and inarticulable. In Part II, I discuss the practical syllogism and its validity. I argue that practical reasoning is distinct from theoretical reasoning and embodies a different standard of logical validity for inference. This standard is not strict and narrow, but creative and wide open; furthermore, it is an intrinsically ethical standard. Then, I advance my Linguistic Perspective on ethics, according to which human reactions provide the conditions for ethical normativity, just as they do for language. I argue that we can access ethical norms by reflecting on those linguistic concepts that are rooted in the most basic patterns of action, and by identifying the norms of behaviour that ensure the development of those concepts without contradiction. Just how foundational metaphor is to cultural understanding has been a matter of considerable debate, manifested in the question of whether cultural models are, at bottom, based on conceptual metaphors (Gibbs 1994; Lakoff 1993; Lakoff and Johnson 1999; Quinn 1991). This paper revisits this debate by examining a new set of metaphorical expressions involving proper names, which are widespread in Singapore society. These expressions indicate that Singaporeans tend to describe local entities in terms of American ones, thus reflecting what might (...) be called a cultural model of modernity. The paper shows that no conceptual metaphor can be plausibly said to ground this model. It then goes on to develop the other possibility: that the model is non-metaphorical and that the expressions are chosen because of their fit with the modernity model. (shrink)

This chapter seeks to advance two central claims: 1) that the therapy-enhancement distinction is not an absolute one; and 2) that the social model of disability can be applied as at least one possible criterion for evaluating the ethics of enhancement. First, I address the limits of the therapy-enhancement distinction by showing that some accepted forms of therapy are indeed enhancements in their own right. The line between enhancement and therapy in medicine is therefore not clear-cut, but nor is the (...) difference between enhancement and disability straightforward either, as I argue. I discuss how some forms of apparent enhancement may in fact make people disabled from a social point-of-view, for they would not be able to function well in a society “fine-tuned” towards the current average range of abilities. Enhancement is therefore a slippery notion, and one that brings into relief questions of equity and of oppression. If enhancement is meant to be a key stepping stone on the path towards a posthuman condition, as some claim, then the ambiguous nature of enhancement surely throws into the question the coherence of the “post” in “posthuman.”. Relearning and remembering are usually seen as two distinct cognitive processes in contemporary philosophy of memory. In particular, relearning is sometimes regarded as a kind of memory error. This paper aims to address two questions. First, is relearning a kind of memory error? Second, how to draw a distinction (if any) properly between relearning and remembering? My answer to the first question is a conditional ‘yes’—it depends on whether relearning can be falsidical and whether metacognitive monitoring counts as a part (...) of memory process. My answer to the second question appeals to a gradualist account, according to which the distinction between relearning and remembering is not an absolute yes-or-no affair, but a matter of degrees. Background: In health, ethics is an essential aspect of practice and care and guarantees a better quality of life for patients and their caregivers. Objective: To outline a conceptual analysis of quality of life and ethics, identifying attributes, contexts and magnitudes for health. Method: A qualitative design about quality of life and ethics in health, considering the evolutionary approach in order to analyse the concept. To collect the data, a search was done using the keywords ethic*, quality of life and (...) health. After, in total, 152 studies were found, finalizing seven relevant studies for the proposed concept analysis. Findings and discussion: Of seven studies analysed, their main results were shown by means of antecedents, consequences and attributes of the concepts. The three final attributes that synthesize the concept of quality of life and ethics in health were highlighted: Ethics dilemmas and quality of life; Human ethics and quality of life; and Ethics of care and quality of life. In fact, the attributes and context clearly reveal that ethics and quality of life influence the ability to solve ethical dilemmas, guarantee human ethics in healthcare and impact ethics in healthcare for the production of effective health policies and care that encompasses professional quality of life as well. Conclusion: The magnitude of ethical knowledge in each professional discipline permits cultivating a solidary attitude and developing the willingness to improve healthcare. The right to access, dignity and respect in care delivery are rooted in behaviours and are spontaneously applied in practice to the extent that they play an ethical role. (shrink)

Does ‘remembering that p’ entail ‘knowing that p’? The widely-accepted epistemic theory of memory answers affirmatively. This paper purports to reveal the tension between ETM and the prevailing anti-luck epistemology. Central to my argument is the fact that we often ‘vaguely remember’ a fact, of which one plausible interpretation is that our true memory-based beliefs formed in this way could easily have been false. Drawing on prominent theories of misremembering in philosophy of psychology, I will construct cases where the subject (...) vaguely remembers that p while fails to meet the safety condition, which imply either that ETM is false or that safety is unnecessary for knowledge. The conclusion reached in this paper will be a conditional: if veritic epistemic luck is incompatible with knowledge, then ‘remembering that p’ does not entail ‘knowing that p’. (shrink)

This study investigated the interconnected relationship between playful metaphors and sex jokes at the linguistic, conceptual, and discourse levels. Two ontological conceptual metaphors and two specific-level metaphors emerged. They demonstrated that variations in the form of empty metaphors and the creative invention of metaphors are still fundamentally iconic. The conceptual representation of sex acts is closely related to the cultural and ethnic specificity embedded in folk knowledge, such as food culture, the broader context of the physical environment and historical traditions, (...) and the conception of family relationships. Metaphors in sex stories showed that the shared values of Hakka people have pragmatic and socio-cultural implications. Seen as an in-between other by their blood family and their in-laws’ family, Hakka women are under dual strict cultural disciplines for their expected behaviors as women and for their expected roles as daughters-in-law. Metaphors in sex jokes serve as covert and humorous carriers to get around the uneasiness of socially tabooed and embarrassing topics regarding Hakka women and at the same time maintain relational and social harmony. The emergence of enterprise culture has raised the issue of how techniques of governmentality are being used to re-make individuals and institutions as bearers of enterprising qualities. This paper examines one such specific technique of governmentality, that of the ranked list. The ranked list is interesting for three reasons. One, just about anything can be ranked. Two, it is a widely accepted and normalized communicative genre. Three, there are properties of the ranked list that make it particularly potent as a (...) technique of governmentality, including the following: it is strongly oriented towards the consumer; it encourages the view of ranking as competition; and its hegemonic status makes it difficult to resist, so that any opposition to a proposal for ranking is usually put on the defensive. The materials collected in this volume all concern the translations of and receptions to Adam Smith's The Wealth of Nations in ten non-English-speaking countries. The Wealth of Nations provides the perfect basis for studying the international transmission of economic ideas as it is generally considered to be the foundation of modern political economy, and still continues to be read after more than two centuries. Its appeal crosses national, cultural, and ideological boundaries -- countries investigated here range from China to Sweden (...) -- and its enduring popularity is indicated by its status as the most translated economics book in history. Adam Smith Across Nations includes numerous sections which will of invaluable assistance to any Smith researcher. As well as presenting reviews and analysis from each country from the 18th century to the present day, an appendix lists editions of The Wealth of Nations in 18 languages, enabling the reader to understand the speed and number of translations. Most importantly, an introductory overview synthesises current research on the economic ideological context in the individual countries when The Wealth of Nations was introduced, the motives behind its introduction, its immediate reception, and the nature of the objections to Smith's doctrines. Professor Lai concludes that Smith's impact outside English-speaking country was predominantly limited to the realm of ideas: few of his policy recommendations were put into practice. (shrink)

Social movements often impose nontrivial costs on others against their wills. Civil disobedience is no exception. How can social movements in general, and civil disobedience in particular, be justifiable despite this apparent wrong-making feature? We examine an intuitively plausible account—it is fair that everyone should bear the burdens of tackling injustice. We extend this fairness-based argument for civil disobedience to defend some acts of uncivil disobedience. Focusing on uncivil environmental activism—such as ecotage (sabotage with the aim of protecting the environment)—we (...) argue that some acts of uncivil disobedience can be morally superior to their civil counterparts, when and because such acts target people who are responsible for environmental threats. Indeed, insofar as some acts of uncivil disobedience can more accurately target responsible people, they can better satisfy the demands of fairness compared to their civil counterparts. In some circumstances, our argument may require activists to engage in uncivil disobedienceeven whencivil disobedience is available. (shrink)

This paper argues that an examination of the ontology that underpins Descartes’s Fifth Meditation ontological proof of God’s existence will contribute to a better understanding of the nature and structure of the proof. Attention to the Cartesian meditator’s development of this ontology in earlier meditations also makes clear why this proof could not have been asserted before the Fifth Meditation. Finally, it is argued that Kant’s objections against the ontological proof have no force against Descartes’ particular version of the proof.

How do speakers learn the social meaning of different linguistic variants, and what factors influence how likely a particular social–linguistic association is to be learned? It has been argued that the social meaning of more salient variants should be learned faster, and that learners' pre‐existing experience of a variant will influence its salience. In this paper, we report two artificial‐language‐learning experiments investigating this. Each experiment involved two language‐learning stages followed by a test. The first stage introduced the artificial language and (...) trained participants in it, while the second stage added a simple social context using images of cartoon aliens. The first learning stage was intended to establish participants' experience with the artificial language in general and with the distribution of linguistic variants in particular. The second stage, in which linguistic stimuli were accompanied by images of particular aliens, was intended to simulate the acquisition of linguistic variants in a social context. In our first experiment, we manipulated whether a particular linguistic variant, associated with one species of alien in the second learning phase, had been encountered in the first learning phase. In the second experiment, we manipulated whether the variant had been encountered in the same grammatical context. In both cases we predicted that the unexpectedness of a new variant or a new grammatical context for an old variant would increase the variant's salience and facilitate the learning of its social meaning. This is what we found, although in the second experiment, the effect was driven by better learners. Our results suggest that unexpectedness increases the salience of variants and makes their social distribution easier to learn, deepening our understanding of the role of individual language experience in the acquisition of sociolinguistic meaning. Environmental ethicists who look toward East Asian philosophies in their quest for a fruitful way of conceiving the relationship of humans to nature often turn to Taoism and Buddhism for inspiration. They rarely turn to Confucianism. Moreover, among those who do look to Confucianism for inspiration, almost no attention is given to the early Confucians, most likely because they are seen as embracing a humanist perspective—that is, they are concerned with how humans should relate to other humans and with the (...) flourishing of human societies. An initial examination of an early Confucian, Mencius, who did consider his attitude toward nature, suggests that he viewed the natural world only as an instrument to promote human welfare. However, this account is not entirely fair to him, for an expansion of Mencius’ fundamental tenets can lead to an interesting account of the relation of humans and nature—one that balances human concerns with respect for nature. Mencius would very likely have endorsed this expansion. (shrink)

Elizabeth Anscombe is well-known for her insistence that there are absolutely prohibited actions, though she is somewhat obscure about why this is so. Nonetheless, I contend in this paper that Anscombe is more concerned with the epistemology of absolute prohibitions, and that her thought on connatural moral knowledge - which resembles moral intuition - is key to understanding her thought on moral prohibitions. I shall identify key features of Anscombe's moral epistemology before turning to investigate its sources, examining the roots (...) of connaturality in Aquinas and comparing it with rationalist ethical intuitionism, which Anscombe differs from in rejecting "good" as a simple, non-natural property. I then develop a two-stage argument about absolute prohibition: The first will be loosely Thomistic, while the second will suggest how Anscombe's absolute prohibitions can be seen as a continuation of Wittgenstein's anti-scepticism in On Certainty. I develop an account of absolute prohibitions as a form of Wittgensteinian hinge proposition - they are not the conclusions of deductive arguments, but the foundations for intelligibility in action. This paper is a preliminary study of Bhāviveka’s Svātantrika-Mādhyamika justifications for taking non-existent things as the subject of an inference, based on his Dacheng Zhangzhen Lun. Bhāviveka’s treatment of inference is similar to that of Dignāga in that the subject is required to be existent. Bhāviveka also holds that, in a conventional sense, words refer to universals and to the existent entities that possess them, while the two are cognised together. However, in his inference for the unreality of unconditioned things, (...) he likens these things to a sky-flower that never arises and is unreal even conventionally. This paper first demonstrates how taking unconditioned things as the subject of an inference can be problematic for Bhāviveka. Then, it discusses Bhāviveka’s attempts to address the problems by subsuming the unconditioned things under the domain of conventional reality. The paper concludes that these attempts show his flexibility in terms of what is taken as conventionally real. (shrink)

This study evidences turn actions done by ellipsis marks-only turns and blank turns as employed in quasisynchronous chats that are not discussed in prior literature. A brief introduction to the research background of ellipsis marks in online chats is followed by a description of the data collected before delving into the actions done by ellipsis marks-only turns and blank turns. Data were culled from multi-party chats among tertiary students during a critical reasoning class. A Conversation Analysis-informed approach is applied in (...) this article to analyze the preference organization of elliptical turns that illustrate several turn actions which include responses signaling disagreement, confusion and disapproval besides initial actions of eliciting responses and holding the floor. More than punctuation marks or paralinguistic restitution of silences, their interpersonal meaningfulness in sequential context and differentness/similarity vis-a-vis temporal silences are demonstratively shown in microscopic and interpretive description of chat excerpts. Many tertiary-level courses assess students’ participation in tutorial or online discussions. However, in educational and pedagogical research literature, criteria for assessing students’ skills in engaging with peers remain unclear. This article describes an online assignment with a set of participation criteria and a method for assessing the quality of students’ interactions with peers. The assignment focuses on students’ ability to utilise their critical thinking skills while engaging with peers on a particular topic. This includes abilities such as responding to criticism, (...) justifying one’s view and contributing to discussion. While the assignment is designed for a critical thinking course in a philosophy curriculum, the method and participation criteria may be adapted for assessment in other discipline areas. (shrink)

What decides the outcome of a Homeric battle? This may sound like one of those arcane problems only a devoted Homer-specialist would care to raise, but in fact the question strikes at the root of major issues in archaic Greek history. The orthodox answer is that Homeric battles were decided by single combats between champions, with the rest of the warriors only marginally influencing the fighting. It is added that these champions were aristocrats, ‘knights’. On this interpretation many have argued (...) that the political dominance of archaic Greek aristocrats was largely based on their military dominance, and that their power was seriously impaired when, in the seventh century B.C., military prominence shifted to the mass, the ‘commoners’; this change in the balance of power contributed crucially to the rise of the polis and the emergence of tyrannies. Language Without Rights is a book-length critique of the concept of language rights.

In Descartes's _Third Meditation, the mediator states that he may have unknown faculties that could cause his ideas of corporeal things. His proof of the external world in the _Sixth Meditation, however, clearly relies on the assumption that he does not have such unknown faculties. This paper examines Lex Newman's attempt to resolve this apparent inconsistency. I argue that the attempt is not altogether successful.

This paper explores the idea that deep disagreements essentially involve disputes about what counts as good reasoning, whether it is theoretical or practical reasoning. My central claim is that deep disagreements involve radically different paradigms of some principle or notion that is constitutively basic to reasoning—I refer to these as “basic concepts”. To defend this claim, I show how we can understand deep disagreements by accepting the indeterminacy of concept-formation: concepts are not set in stone but are responsive to human (...) needs, and differences in individuating and ordering concepts lead to clashes in paradigms of reasoning. These clashes can be difficult to resolve because linguistic concepts, especially basic concepts, impose a normative structure onto thought to make reasoning possible at all. This, I also argue, is an authentically Wittgensteinian account of the nature of reasoning. While deep disagreements involving theoretical and practical reasoning both stem from the same root problem of clashing paradigms of basic concepts, I will also draw attention to the particularly radical indeterminacy of moral concept-formation, which makes moral deep disagreements more difficult to resolve. Over the course of the paper, I will discuss two examples of deep disagreements to illustrate and defend my central claim: deep disagreements over vaccines and the concept of “evidence” (theoretical reasoning) and deep disagreements over affirmative action and the concept of “fairness” (practical reasoning). I conclude by suggesting how my account of reasoning does not lead to moral relativism. (shrink)
